Palm Beach County

47 miles of coast, 39 municipalities and the Glades

Palm Beach County has more land than any Florida county except Collier, about 1,970 square miles of it, running from 47 miles of Atlantic coastline west to Belle Glade, Pahokee and South Bay on Lake Okeechobee. Roughly 1.5 million people live there, in 39 incorporated municipalities and a large unincorporated area, and West Palm Beach is the county seat.

The homes are younger than in the two counties to the south, but not new. Census figures put the median year built at 1986, against 1980 in Broward and Miami-Dade. Three in four homes went up before 2000, and the 1980s alone account for about a quarter of everything standing. So most of the county's homes were built before the statewide Florida Building Code took effect on March 1, 2002, and those are exactly the homes the code's re-roofing rules are written for.

The code itself is not the one Broward and Miami-Dade build to. Palm Beach County sits outside the High-Velocity Hurricane Zone, which the Florida Building Code limits to those two counties. Outside it does not mean low-wind: the county's own map of the code's design wind speeds for homes runs from 150 mph in the west to 170 mph along the coast, and the whole county falls inside the wind-borne debris region.

Outside the HVHZ, still a high-wind county

The High-Velocity Hurricane Zone is a defined place in the Florida Building Code: Broward and Miami-Dade, and nothing else. Palm Beach County builds to the rest of the code, which is not the same as building light. Wind loads come from the code's design wind-speed maps, and the county's Building Division publishes its own for homes, with lines at 150, 160 and 170 mph rising toward the coast. Even the lowest of those is above the 140 mph threshold the code uses, so the whole county is wind-borne debris region.

Product approval follows the state system, in which roofing is one of the approved product categories, and we specify products with a current Florida Product Approval or a Miami-Dade NOA. And when the old covering comes off a wood-deck home permitted before the Florida Building Code, the code's re-roofing provisions have the deck re-fastened to its current schedule and, with the exceptions the code lists, a secondary water barrier installed before the new roof goes on. That is work you cannot see from the street, and it is where a cheap bid saves its money.

Permits in 39 municipalities and the unincorporated county

A re-roof in Palm Beach County is a permitted job. Who issues the permit depends on where the property sits: each of the 39 municipalities runs its own permit department, and in the unincorporated county the permit comes from the county's Planning, Zoning and Building Department, which takes applications online through its ePZB portal and keeps separate re-roof forms for shingle, tile, metal and flat roofs.

We confirm the jurisdiction before we quote, because Boca Raton, West Palm Beach and an address in the unincorporated county mean three different counters with three different rhythms. It does not change the price.
